Google Voice international call rates: what a minute costs and how the credit works

Part of: Google Voice alternatives: what replaces each part of it in 2026

TL;DR

Google Voice charges international calls by the minute from prepaid credit, at the price on its public rate card: on a UK landline cost $0.01, India $0.02 and a Philippine mobile $0.12 a minute [1]. Credit is sold in US dollars only, and the balance can't go above $70 [2][3]. Google Voice is only available in the US [2], so if Google Voice isn't available to you, these prices don't apply.

Key facts

How does Google Voice charge for international calls?

On the free personal plan, each international call is paid per minute from prepaid credit, at the price Google lists for that destination [3]. Credit pays only for long-distance and international calls and texts [3]; calls from the US to almost all US and Canadian numbers cost nothing [4]. I read the rate card and the billing help on , without signing in to the dialer.

The number, voicemail and domestic calls are covered in what the free Google Voice plan includes.

Google Voice rates to common destinations

On , landlines in the UK, Germany, Italy, Mexico and Brazil cost $0.01 a minute, India $0.02 for any number, and the Philippines, Nigeria and China between $0.11 and $0.30 [1]. Mobiles often cost more than landlines in the same country, and in the UK and Italy the price also depends on the mobile network, so check which number you are calling.

From Google's public rate card, read in English on . Priced in US dollars; Google says rates may change at any time [1].

The most expensive row is not a country: the Inmarsat satellite service costs $9.50 a minute [1]. Remote places also cost far more than the rows above, such as Nauru at $1.80 and Norfolk Island at $2 [1]. For China, Google warns that Chinese carriers may block outbound calls to China, so a listed rate does not mean the call connects [7].

How to check a rate and dial abroad in the browser

Signed in, open Settings, then Payments, and click Look up next to Calling rates [3]; the same screen shows your balance and the Add credit button [4]. Signed out, the public rate card shows Free-plan prices in US dollars [1]. In the web keypad you type the country code straight before the number: Google's example is 55 for Brazil, and its instructions mention no exit code such as 011 [4][8].

How Google Voice credit works: top-ups, auto-recharge and the cap

Credit is bought in US dollars only [2], and the balance can never be more than $70 [3]. You add credit by hand, or set auto-recharge to add $10, $25 or $50 whenever the balance falls below $2; the other choices are an email reminder or Off [3]. A temporary $1 card authorization may appear on your statement; it is not a charge [3].

How many minutes a top-up buys
DestinationRate per minuteSmallest auto-rechargeFull balance at the cap
UK landline$0.011,000 minutes7,000 minutes
India$0.02500 minutes3,500 minutes
Philippine mobile$0.1283 minutes583 minutes
UK mobile, other networks$0.2835 minutes250 minutes
Cuba$0.7014 minutes100 minutes

My arithmetic from the rates read on , before taxes, rounded down to whole minutes [1]. The card lists no connection fee, and Google does not say how part minutes are rounded.

At $0.01 or $0.02 a minute the cap hardly matters; on a $0.28 route a full balance is about four hours of talk.

Refunds, unused credit and inactive balances

You can ask for a refund of calls and balances within 6 months of the original purchase [5]. A single call is refunded within minutes; a whole balance takes up to 10 business days, after which the balance shows zero and paid calls stop [5]. The balance can't be moved to another Google Account [5], and upgrading to Starter or Standard refunds unused credit [3].

Two limits are worth knowing before you ask: a request made 30 or fewer days after your previous refund request is not refunded [5], and cancelling auto-recharge does not refund payments already made [3].

I found no fixed expiry date for credit, but it is not kept forever. If you make no call, text or top-up for the period your state sets, generally 2 to 5 years, Google hands the balance to the state you gave as your residence as unclaimed property; for people living outside the US, that state is Delaware [5].

When you can pay more than the rate card

On a computer there is no mobile carrier in the path: Google Voice runs in Chrome, Edge, Firefox or Safari [4], and a call uses about 0.2 MB of internet data a minute [9]. Phones are where extra charges come from, because Google's help says calls use your mobile carrier's minutes unless you make them over the internet [3]. Three cases are worth checking.

Living outside the US is a different problem, because Google says Voice can only be used in the US [10]. I cover what still works in my guide to Google Voice outside the US.

How Google Voice rates compare with dialers anyone can join

On the four routes in the table, Google Voice lists the lowest prices of these three services [1][11][12]. The gap is widest on UK mobiles, but only on EE, O2, Vodafone and Three: other UK networks cost $0.28, more than Yolla's and TwinPhone's lowest UK mobile prices. To India and Mexico, Yolla comes close [13][14]. The catch is sign-up: a new number needs a code sent to a phone you already have and a government-ID check [15][16].

TwinPhone$0.06[12]$0.12[12]$0.08[12]$0.02–$0.04[12]

Yolla's smallest top-up is $4 [17]. TwinPhone, which sponsors this site, costs more than Google Voice on all four routes, more than Yolla's 'from' prices to UK mobiles, India and Mexico, and the same as Yolla to UK landlines [12]. It has no free tier, needs a top-up of at least $10 and bills by the minute, rounded up [18][19]. In exchange, you sign up with an email or Google account and no phone number, and the credit never expires [20].

The sign-up checks are explained in how a Google Voice number is issued, and more services and destinations are lined up in rates by country.

Frequently asked questions

Does Google Voice charge for calls to other countries?

Yes. From the US, almost all calls to US and Canadian numbers are free, but other countries are charged per minute from prepaid credit [4][3]. On the rate card listed $0.01 a minute for UK, German or Mexican landlines, $0.70 for Cuba, $2 for Norfolk Island and $9.50 for the Inmarsat satellite service [1]. Where Google must collect taxes, they are added on top [3].

How much is a Google Voice call to India?

Google Voice charged $0.02 a minute to India on , for landlines and mobiles alike, because the card has a single India row [1]. The smallest auto-recharge of $10 [3] covers about 500 minutes before taxes. In the keypad, type 91 and the number without its leading 0 [8][8]. Other ways to reach India are in the India calling guide.

What is the maximum balance on Google Voice?

Your Google Voice balance can't be more than $70, according to Google's billing help [3]. Auto-recharge, if you turn it on, adds $10, $25 or $50 each time the balance falls below $2. Under Settings, Payments you can instead choose an email reminder when the balance is low, or switch auto-recharge Off [3].

Does Google Voice credit expire?

I found no fixed expiry date. Unused credit can be refunded within 6 months of purchase [5]. If you make no call, text or top-up for the period your state sets, generally 2 to 5 years, Google must hand the balance to that state as unclaimed property, and you would claim it back from the state's unclaimed property office [5].

Is calling the US free when I am abroad with Google Voice?

Google promises free US and Canadian calls only when you call from the US [4]. Its billing help says that if you have a US number and call someone while visiting another country, you're charged international rates, and your carrier may add roaming fees unless you use Wi-Fi or mobile data [3]. I found no Google page saying calls to the US from abroad are free, so I treat that as unverified. Other options are in my guide to calling the US from abroad.

Do the paid Google Voice plans include international calls?

No. Voice Starter ($10 a month) and Voice Standard ($20 a month) add features such as call recording and 911, but you can't buy credit on them; paid calls are billed on the monthly invoice instead [6][3]. Unused credit is refunded to your payment profile when you upgrade [3].

Why did my carrier charge me for a Google Voice call?

Most likely the call did not go through Google Voice. On a phone, the app shows a message with the cost or route when an international call is routed through Voice; without it, your carrier carried the call and may bill it [7]. A call started from the phone's own dialer instead of the Voice app also uses your plan's minutes, and if Wi-Fi calling isn't possible Voice may fall back to your carrier [9].
